De co\u00f6rdinator stuurt niet hi\u00ebrarchisch op medewerkers en is niet inhoudelijk beheerder van de assets. De rol is vooral gericht op het organiseren van integraliteit, prioritering, opdrachttoetsing, capaciteitssturing en sturingsinformatie.<\/p>\n<p>Opdracht<\/p>\n<p>De interim Co\u00f6rdinator Assetmanagement helpt BOR bij het verder opbouwen van een rolvaste, resultaatgerichte en integraal programmerende beheerorganisatie, in nauwe samenwerking met onze opdrachtgever. Daarbij gaat het zowel om het uitvoeren van de reguliere taken als om het versterken van de werkwijze. De opdracht bestaat uit het aanbrengen van overzicht, structuur en samenhang in de meerjarige investeringsprogramma\u2019s, de gemeentelijke opgaven, de beheerplannen, de projectenportefeuille en de beschikbare capaciteit.<\/p>\n<p>Belangrijkste werkzaamheden<\/p>\n<p>De interim Co\u00f6rdinator Assetmanagement:<\/p>\n<ul>\n<li>Co\u00f6rdineert de meerjarige investeringsprogramma\u2019s binnen de afdeling Beheer Openbare Ruimte;<\/li>\n<li>Stemt de meerjarige beheerplannen van de beheerteams af met gemeentelijke plannen en plannen van externe partijen;<\/li>\n<li>Stelt integrale planningen op voor de uitvoering van beheerprogramma\u2019s;<\/li>\n<li>Draagt bij aan het opstellen, actualiseren en onderhouden van het Strategisch Assetmanagement Plan;<\/li>\n<li>Organiseert en bewaakt de BOR-brede samenhang in programmering, prioritering en capaciteit;<\/li>\n<li>Helpt bij het inrichten van een duidelijk proces voor opdrachttoetsing van nieuwe en incidentele opdrachten;<\/li>\n<li>Brengt werkvoorraad, projecten, prioriteiten, capaciteit, budgetten, risico\u2019s en afhankelijkheden in beeld;<\/li>\n<li>Adviseert de manager BOR, teamleiders en assetmanagers over de inzet van budgetten voor integrale projecten;<\/li>\n<li>Fungeert als aanspreekpunt voor gemeentelijke projecten in de openbare ruimte;<\/li>\n<li>Versterkt de verbinding tussen BOR, gemeente Alkmaar, Uitvoering, Inkoop en Projecten;<\/li>\n<li>Helpt beheer aan de voorkant van projecten beter te borgen, inclusief aandacht voor beheerbaarheid, overdracht, beheerdata en twee groen-blauwe structuren: de Ringvaart (op de horizontale as) en de zogeheten groene slinger (op de verticale as). Bovendien ligt de locatie exact te midden van het historische hart (westelijk) en het commerci\u00eble hart (oostelijk) van het dorp. Alleen al de geografische ligging maakt \u2018Brandweerkazerne en omgeving\u2019 dus tot een interessante kanslocatie. Groen, dorps karakter en de behoefte aan betere verbinding tussen voorzieningen behoren in Nieuwerkerk aan den IJssel tot de belangrijkste onderwerpen voor inwoners, ondernemers en maatschappelijke organisaties.<\/p>\n<p>Ook zonder het gebiedspaspoorttraject spelen er diverse onderwerpen op deze locatie. Misschien wel het belangrijkste onderwerp is onderwijshuisvesting. Op dit moment is de Montessorischool gevestigd aan de Schoolstraat, die onderdeel uitmaakt van de locatie. De gemeente staat aan de vooravond om vele miljoenen te investeren in de nieuwbouw van basisscholen in de wijk Dorrestein. Naast de Montessorischool gaat het hierbij concreet om CBS De Loofboom en OBS De Terp. De schoolbesturen zijn juridisch eigenaar van de scholen \u00e9n de grond; de gemeente is economisch eigenaar.<\/p>\n<p>Een ander onderwerp dat in de nabije toekomst gaat spelen, is de reconstructie van het openbare gebied in de directe omgeving. De gemeente Zuidplas is eigenaar van zowel de Montessorischool, het Hertenkamp, wegen als diverse stukken groen. Ook de naderende reconstructie brengt investeringen met zich mee, die met een integrale blik meer opleveren dan bij een separate aanpak.<\/p>\n<p>Op de locatie is ook een appartementencomplex met veertien sociale huurwoningen aanwezig. Wooncorporatie Stedelink is eigenaar van dit pand, waarvan ook een brandweerkazerne onderdeel is. In een eerder stadium heeft Stedelink het pand op de nominatie gezet voor renovatie. Naar aanleiding van de gesprekken in het kader van het Gebiedspaspoort Nieuwerkerk aan den IJssel is Stedelink ge\u00efnteresseerd geraakt in een bredere gebiedsontwikkeling. Stedelink ori\u00ebnteert zich nu op nieuwbouw, met (minimaal) een verdubbeling van het huidige aantal woningen als voorwaarde. Bij een eventuele herontwikkeling is de brandweerkazerne een belangrijk aandachtspunt. De Veiligheidsregio Hollands Midden hecht vooral waarde aan de locatie vanwege de aanrijdtijden en de nabijheid van vrijwilligers. Echter, andere locaties in het dorp zijn bespreekbaar en kunnen ook voordelen met zich meebrengen.<\/p>\n<p>Verder ligt in de directe omgeving een voormalig ontmoetingscentrum, dat tegenwoordig dienst doet als dansschool. Dit gebouw is verouderd, behoorlijk groot voor de huidige functie(s) en voldoet niet aan de huidige energetische kwaliteitseisen. En tot slot ligt een autobedrijf met tankstation nabij, waarvan de eigenaar in gesprekken inmiddels heeft aangegeven dat hij deze plek wil omzetten naar woningen. Op basis van de bovenstaande onderdelen ontstaat een interessante ontwikkellocatie, waarin meerdere maatschappelijke vraagstukken met een ruimtelijk effect samenkomen. De locatie \u2018Brandweerkazerne en omgeving\u2019 in Nieuwerkerk aan den IJssel biedt volop mogelijkheden voor een integrale ontwikkeling, inclusief versterking van de groenstructuur en openbare ruimte. Hieruit volgt het voorstel om deze locatie als potenti\u00eble gebiedsontwikkeling te beschouwen, vooruitlopend op de besluitvorming over \u2013 en binnen het proces van \u2013 het Gebiedspaspoort Nieuwerkerk aan den IJssel. Als eerste stap stellen wij een haalbaarheidsstudie voor, waarvan het resultaat wordt meegenomen in het Gebiedspaspoort Nieuwerkerk aan den IJssel. Als uit het haalbaarheidsonderzoek blijkt dat het wenselijk is om de scope van het plangebied uit te breiden, dan worden de deelgebieden 5 (Autogarage Van Reeuwijk) en 6 (Groen talud) mogelijk Kortom, een rol waar jij de touwtjes in handen hebt en \u00e9cht het verschil kunt maken voor de toekomst van gemeente Oisterwijk.<\/p>\n<p>Achtergrond over het project<\/p>\n<p>De gemeenteraad heeft besloten dat de locatie van het gemeentekantoor in 2026 zal verhuizen naar de voormalige locatie van de Rabobank aan de Burgemeester Verwielstraat 6 in Oisterwijk. Met de verhuizing van het gemeentekantoor komt de huidige locatie aan De Lind 44 vrij. Aan de gemeenteraad is aangegeven dat we op korte termijn met een procesvoorstel komen voor de herori\u00ebntatie van deze locatie, dus we willen hier snel mee starten.
