Het opstellen en mede kunnen beoordelen van de financi\u00eble haalbaarheid en exploitatiemogelijkheden in de vorm van businesscases behoort tot een van je taken. Je bent verantwoordelijk voor deelprojecten binnen de Kop van Isselt en geeft daartoe leiding aan projectteams.<\/p>\n<p>Je kunt deze dossiers in de volle breedte en met een uitstekend gevoel voor maatschappelijke en bestuurlijke verhoudingen managen, zowel op \u201cstrategisch\u201d niveau als op \u201coperationeel\u201d niveau. En dit binnen budget en planning. Je hebt daarbij een hands- on mentaliteit en je weet goed onderlinge samenwerking te organiseren Naast het leiden van het project, co\u00f6rdineer je ook op de inhoud.<\/p>\n<p>Voor jouw projecten ben je het aanspreekpunt binnen \u00e9n buiten de organisatie en je onderhoudt een netwerk met de verschillende betrokken partijen. Je legt daarbij verantwoording af aan de senior projectmanager KvI. Er is een gezamenlijke verantwoordelijkheid voor het eindresultaat. Dat betekent samenwerken, ervaringen delen en gebruik maken van elkaars talenten en kwaliteiten. Als adviseur maak je deel uit van dit team en krijgt de verantwoordelijkheid voor 1 of meer dossiers en draag je vanuit je eigen expertise bij aan andere beleidsproducten.<\/p>\n<p>Het gaat onder andere om:<\/p>\n<ul>\n<li>Vertalen van economische ontwikkelingen naar beleidsadviezen en concrete voorstellen;<\/li>\n<li>Opstellen van beleidsstukken zoals de retailvisie, nachtvisie, Eonomische Visie Zoetermeer;<\/li>\n<li>Adviseren van collega's, management en bestuur over economische vraagstukken;<\/li>\n<li>Bijdragen aan een aantrekkelijk ondernemers- en vestigingsklimaat;<\/li>\n<li>Leggen van verbindingen tussen economie en ruimtelijke en maatschappelijke ontwikkelingen;<\/li>\n<li>Onderhouden van contacten met ondernemers, ondernemersverenigingen en andere relevante partners;<\/li>\n<li>Deelnemen aan regionale overleggen en samenwerkingsverbanden;<\/li>\n<li>Voorbereiden van bestuurlijke besluitvorming en beantwoorden van ambtelijke en bestuurlijke vragen;<\/li>\n<li>Afhandelen van moties;<\/li>\n<li>Samenwerken binnen multidisciplinaire teams aan integrale gemeentelijke opgaven.<\/li>\n<\/ul>\n<p>Zoetermeer heeft daarbij duidelijke economische opgaven: ruimte maken voor brede werkgelegenheid, bestaande werklocaties beter benutten, het ondernemersklimaat versterken en de woon-werkbalans bewaken.<\/p>\n<p>De door opdrachtnemer te verrichten werkzaamheden zijn ingebed in de organisatie van opdrachtgever en\/of worden ook (deels of geheel) verricht door werknemer(s) die in loondienst bij opdrachtgever werkzaam zijn. Uit de volgende organisatorische afspraken en voorwaarden blijkt waarom dit het geval is:<\/p>\n<ul>\n<li>Opdrachtnemer neemt deel aan reguliere werkoverleggen;<\/li>\n<li>Opdrachtnemer legt Je belangrijkste opdracht is het versterken van de organisatiekracht binnen het ruimtelijk domein. Je kijkt kritisch naar de huidige inrichting van de organisatie en brengt in beeld waar processen, taakverdelingen, verantwoordelijkheden of structuren de voortgang van ruimtelijke opgaven belemmeren. Je brengt, waar nodig en passend in ons organisatiemodel, veranderingen aan om de organisatie beter te laten functioneren en beter aan te laten sluiten op de opgaven van de stad.<\/p>\n<p>De interim-directeur<\/p>\n<ul>\n<li>Brengt duidelijkheid aan in rollen, verantwoordelijkheden en bevoegdheden;<\/li>\n<li>Zorgt voor scherpe prioriteiten en duidelijke besluitvorming;<\/li>\n<li>Zorgt dat de juiste informatie beschikbaar is om keuzes te maken en prioriteiten te stellen;<\/li>\n<li>Spreekt (afdelings)management en organisatie aan op eigenaarschap, resultaten en samenwerking en geeft hierin zelf het voorbeeld;<\/li>\n<li>Stuurt op heldere verantwoordelijkheden en dat afspraken worden nagekomen;<\/li>\n<li>Maakt keuzes zodat capaciteit en aandacht het meeste effect hebben;<\/li>\n<li>Zorgt dat beschikbare instrumenten en overlegstructuren bijdragen aan de ruimtelijke opgaven van Almere;<\/li>\n<li>Vertaalt strategische ambities naar concrete uitvoering.<\/li>\n<\/ul>\n<p>Daarbij houd je steeds oog voor de ontwikkeling en gezonde groei van Almere als complete stad. Je zorgt dat woningbouw, maatschappelijke voorzieningen, economie, bereikbaarheid, sociale samenhang, leefbaarheid, de financi\u00eble strategie van de stad en financi\u00eble afwegingen in samenhang worden bekeken en vertaald naar uitvoerbare keuzes.<\/p>\n<p>Je hebt kennis van en ervaring met programmatisch en projectmatig werken in het ruimtelijke domein en daardoor weet jij deze werkwijzen effectief in te zetten wanneer zij bijdragen aan het realiseren van bestuurlijke en maatschappelijke opgaven. Je formuleert een advies over de governance en aansturing van concernbrede programma's en grote ruimtelijke opgaven, waaronder Centrum, Pampus, Oosterwold, Almere 2.0 en de High Tech Campus Almere. Daarbij kijk je naar de samenhang tussen programma's, ontwikkelprocessen, projecten, lijnorganisatie, bestuurlijke besluitvorming en de samenwerking met het Rijk en regionale partners.<\/p>\n<p>Meer over jouw werkomgeving<\/p>\n<p>Je maakt deel uit van de concerndirectie, bestaande uit de gemeentesecretaris\/algemeen directeur en drie directeuren (waarvan jij er \u00e9\u00e9n bent). Samen zijn jullie verantwoordelijk voor de aansturing van de gemeentelijke organisatie en de advisering van het gemeentebestuur. Je geeft leiding aan de afdelingen Stedelijk Beleid, Economische Ontwikkeling &amp; Grondzaken, Gebiedsontwikkeling en het InterimBureau Almere.<\/p>\n<p>Hoewel deze afdelingen hi\u00ebrarchisch onder jouw verantwoordelijkheid vallen, reikt de opgave van het ruimtelijk domein verder dan deze organisatiedelen. Je werkt intensief samen met de andere directeuren, afdelingen en concernbrede programma's om de ruimtelijke opgaven van Almere te realiseren.<\/p>\n<p>Met zo\u2019n 2.700 interne en externe collega's werken we dagelijks aan de toekomst van de stad. De omvang en complexiteit van de ruimtelijke opgaven vragen om een directeur die overzicht houdt, richting geeft en ervoor zorgt dat de organisatie blijft aansluiten bij wat Almere nodig
